Winchester Pool League.

The name of the league shall be called Winchester Pool League / WPL which is run by a

committee made up of volunteers, the league is a non-profitable league, open to any venue

subject to invitation and distance from Winchester City.

1. Aims – The aims of the WPL shall be as follows -

1.1. -To Promote the sport of pool.

1.2. -To ensure a duty of care to those in the WPL.

1.3. -To provide services in a way that is fair to all.

1.4. -To ensure everyone receives fair and equal treatment.

1.5. -To offer competitive opportunities in the prescribed area.

2. Registration –

2.1. - Team and player registrations are to be paid on or before a set published

date. This date is set by the League and Competitions secretary, and if this deadline

is not met then entry to the WPL or it’s competitions will be forgone until the next

registration. The values of the registration fee’s being confirmed at the AGM

(currently £30 per team and £5 per player). Any team cup entry will remain free of

charge and promotional invitations to the WPL may be given at the discretion of the

Committee.

2.2. - Teams and players shall register before the start of a season. Further

registrations will be accepted throughout the season but limited to a maximum of 3 in

the second half of the fixtures. No players are eligible for doubles or singles

competition unless they have played at least 5 league frames in the previous season of

the WPL.

2.3. - The committee has the power to reject applications for registration or to

terminate the registration of any player if a majority vote is made at a full

committee meeting.

2.4. – Teams can play newly registered players in a cup match up to the semifinals, at

this point all players must have played in at least one of the previous knockout rounds

or if playing the final the player must have played in at least two of the previous

knockout rounds. (players on the original registration form can play in any round

regardless).

3. Management –

3.1. - A Management Committee, elected at the AGM shall conduct the affairs

of the League.

3.2. - The Committee shall consist of a chair, secretary, and treasurer, where

available. Other officers may be elected as required. Two officers to run League at

any time.

3.3. - The Committee will meet as necessary to conduct these affairs. Team

representatives must attend meetings, committee or other, as notified.

3.4. - In the event of any draw when voting, the chair will have a casting

vote.4. AGM –

4.1. - Annual general meetings will be held between 12 and 15 months of the date

of the previous AGM.

4.2. - Notice of the AGM shall be published and declared at least 28 days

beforehand. An agenda, report on the financial position for the previous year and

minutes of the previous AGM will be made available at the meeting.

4.3. - Extraordinary General Meetings (EGM) may be called at any time at the request

of the committee, or not less than one quarter of the League to discuss any of the

following - dissolution, financial irregularities or disciplinary. A notice explaining the

place, date, time and reason shall be announced to members 21 days beforehand.

4.4. - Proposals wished to be put forward at the AGM must be given in writing to

the secretary at least 14 days before the AGM, duly proposed and seconded by

another team. These will be voted upon and approved by a majority vote.

4.5. - Voting at the AGM will work on one vote per team, representation at the AGM

must take place for the vote to be counted.

5. Accounts-

5.1. - All funds of the League shall be paid into an account operated by the

management committee. All expenditure to be countersigned by the committee.

5.2. - Any profits of funds made or retained by the League shall be applied only to

further the aims of the League.

5.3. - A current record of all income and expenditure will be kept by the treasurer.

6. The Game-

6.1. - The rules of the League shall be that of Blackball. Pro cup match balls are

permitted. Timed shots apply for all team matches and where the League appoints a

referee in any competitions.

6.2. - These rules are not changeable, as we are not a governing body. League

exception is lagging. Breaks are alternating with the away team starting.

7. Structure –

7.1. - Match nights will be Wednesday nights and league fixtures must be played as

published. Matches can be re-arranged but are subject to Committee confirmation. No

rearrangements will be granted if less than 48 hours’ notice or a team cannot prove

they are unable to field 3 players. If matches are not played, they will be deemed as

unfulfilled.

7.2. - Promotion and relegation will be at the discretion of the Committee to

allow for rebalancing of divisions. Failure to comply may incur a season ban for

any player registered to the team, regardless of their continuance in that team.

7.3. - League formats will be played as 4 singles / 1 doubles / 4 singles / 1 doubles /

4 singles with points awarded for a win (3) or a draw (1). Positions will be decided by

points, then by legs for and against and if still all square the head to head results. The

committee will decide the outcome thereafter.

7.4. - Play will commence at 8:15pm. Players wishing to play that night must be in

attendance before 9pm. However, the first frame must be ready to play at 8:15pm.

Failure will forfeit that frame.7.5. - Teams being late for a fixture will lose one frame every 10 minutes after

8;15pm. Those not appearing after 45 minutes will forfeit the whole match. Cup

competitions will follow there own guidelines that will be published by the

committee at the time of the competition.

7.6. - Unfulfilled fixtures may carry a penalty of a 3-point deduction to the team in

default, with a walkover awarded to the opposition. The committee will meet to

discuss any outcome.

7.7. - A fixture is also deemed unfulfilled should a team field fewer than 3 players.

Teams continuing to do so, will be required to appear before the Committee and

can be subject to further penalty or removal from the WPL.

7.8. - Any team receiving a walkover under the above rule, will not be penalized in

any merit rating and will be awarded that frame.

7.9. - Players can transfer during the season provided that the following is adhered to.

Only one transfer per season to another team. Must be within the first half of the

season. Registration costs will need to be repaid. Player is cup-tied if already played for

another team in the team cup competitions and the player will miss two consecutive

matches. The committee will look at the above being the maximum punishments and

will consider all cases separately.

7.10. A maximum of three players can transfer if a team refuses to comply or disbands

and is no fault of theirs.

7.11. All matches are to be signed off by both captains before the end of the match

night unless a dispute has been put in to place. Failure to do this can result in a

points deduction for repeat offenders.

8. Competitions –

8.1. - The Committee will decide upon all venues, ensuring all participating venues

get a share.

8.2. - No change of venue will be considered, unless subjected to excess matches,

where upon the Committee will review. Players from the same venue drawn

against each other will play on their home table the majority of the time.

8.3. - Players can’t be interchanged once a competition has started, subject to

committee discretion.

8.4. - Players absent at venues will forfeit frames/matches as per League matches.

8.5. - All competition results to be forwarded via the Facebook page, text, email or the

Rackem app when used within 24 hours. Failure may forfeit your place in next round.

Cup matches will require match cards as per League matches and all frames to be

played in case of player eligibility coming in to question.

9. General

9.1. - All monies will be allocated as agreed by the committee at the end of the season.9.2. - Matches and player's attendance is at the discretion of the landlord at each

venue. The League will not consider any objections to this matter, unless

contravention of discrimination laws.

9.3. - Any improper conduct of a team or player shall be reported in writing to the

committee and where deemed proven that the League has been brought into

disrepute, the Committee shall consider penalties or suspension from the League.

9.4. - Any issue not covered within this document, shall be concluded by the

Committee. The committee reserve the right to change any outcome or rule at any

time if deemed for the best of the WPL or a majority vote can be met at a full

committee meeting. Once the committee have concluded a matter it will not be able

to be brought back to the committee table again by anyone other than a committee

member.

9.5. - Any player that uses the Facebook page for negative, abusive and or rude

comments will be removed immediately. Players may rejoin after a cooling off period,

but the league will work on a three-strike rule in a yearly period. If a player must be

removed three times in that space of time, then the player will be band from playing

in the WPL for a length of time deemed suitable by the committee.

10. Dissolution

10.1. The WPL may be dissolved by a resolution passed by a simple two-thirds majority

of those present and voting at an extraordinary General Meeting.

10.2. If confirmed, the committee shall pay off any outstanding debts and then discuss

the remaining assets at a meeting with the current teams in the league.
