APPLICATION FOR ROLES:

I would like to put Aaron Taylor forward as the next Croydon District Pool League team manager.

Proposal 1 - Change rules on Walkover Win:

Rule 12 Replacement) If a team is unable to get the required 3 players to play a fixture, in the first instance they should contact the team secretary of their opponents well in advance of the game. Where plenty of notice is given and there is a very important reason for the postponement, ideally this can be agreed between the two secretaries, where the spirit of fair play and how you would want to be treated in the reverse situation should apply. 
a)    If the two teams are unable to agree to re-arrange the fixture, then the defaulting team should contact the League Secretary to inform of them being unable to play the fixture. 
b)    If the League Secretary is informed before 2pm on the day of the fixture, then the defaulting team will be deducted 8 points (e.g. it’s better to turn up with 3 players and start 6-0 down)
c)    If the League Secretary is informed after 2pm on the day of the fixture, then the defaulting team will be deducted 10 points and a £20 fine to cover food (if the defaulting team is the away team) will be applied and the fine passed to the home team.
d)    If the League Secretary is NOT informed or informed after 7pm (where players will have already made their way to the venue) then  the defaulting team will be deducted 12 points points and a £20 fine to cover food (if the defaulting team is the away team) will be applied and the fine passed to the home team.
e)    The League secretary in these situations will re-arrange the fixture to be played in the spare week(s) allocated in the league calender on a Tuesday. The defaulting team will have been deemed to have had one walkover win applied to them, meaning if it happens again, they will be suspended from the league (and standard league rules apply, e.g. all previous results removed from the league table)

Proposal 2 - Avoid games not being able to be played:

If teams are short, allow 1 player to play twice. The opponents can choose the player to play again. To avoid teams purposely turning up with a short team, a 1 point penalty from any frames won out of the 3 extra frames they could play would be applied. If the replacement player doesn't win any frames, no penalty applied. This would only be allowed for 1 player, e.g. so if you turned up with 3 players, you could play 4 of the 5 frames per set only, not have 2 players nominated

Proposal 3 - Reform the League Cup.

The same teams qualify for the League Cup, Leauge Cup Plate and League Cup Plaque each year. Lets revamp it, but retain what it was created for (to allow all teams across all divisions to compete for some silverware).

Split teams into two groups

Group 1 - Division 1&2 (4 Groups of 5 Teams - Groups A,B,C,D)
Group 2 - Division 3&4 (4 Groups of 5 Teams - Groups A,B,C,D)

League Cup Quarter Finals - Winners Group 1 and Runners Up Group 1
League Cup Plate Quarter Finals - 3rd Place Group 1 and Winner Group 2 
League Cup Plaque Quarter Finals - Runner Up Group 2 vs 3rd Place Group 2

Would stop all the 15-0's and reduce League Cup length from 12 weeks to 7 (4 for Group plus up to 3 KO rounds)

Proposal 4:

- Interleague Proposal: Have the Team captains chosen BEFORE trials by the democratically elected CDPL Team Manager. This allows the new captains to pick their chosen team, rather than inherit the team from the previous years captains picks. Also as already is the case (but not documented in the rules, team captains are exempt from any win percentage rules, but give the Captains are picked by the Team Manager, it will be their decision who is best suited for the roles of Captain to develop the Croydon League representative teams)

Proposal 5:

- Interleague Proposal: The A and B team captains can have two wildcard places to allow them to offer a place to anyone not able to attend trials or who has significant Interleague/playing experience and would obviously improve the team. This could be used before or after trials if a player becomes available. This was proposed before but Mark Halsey did not conduct a vote on the proposal.

Proposal 6:

- General Very minor Rule change wording. See attached rules and minor wording fixes. Also allow proposals for AGM up to 10 days before rather than 21 days, give people as much time to share their ideas (See attached document higlighting the word changes)

Proposal 7:

Specify a radius for teams that are allowing to join. This proposal is split into two. This sets the rules based on what we are currently operating to in the league. We should vote this in, then we can discuss allowing exception for certain venues and whether we wish to do this or not, but I'd like to get something in the rules we can work from and change.

a)    Teams from existing and past venues must be located within a 7.25 mile radius of the Whitgift Centre. Any new teams wishing to apply for membership from a new venue must be located within a 5.5 mile radius. (Copy of map at bottom)

b)    Allow some high quality multi table venues to join the league as venues. It has been suggested that because the transport links are good and quick, they should be allowed to join outside the normal radius of Croydon and District Pool Leauge. This motion was voted against at the last AGM. It was argued that for those located on the far side of each venue, it could result in a very late finish on a work night. Others argued that some venues located within the radius took even longer to get to because of poor public transport links. It also could be argued that this would result in a number of teams moving from Pubs within the Croydon area to these venues.

1: Spots and Stripes Redhill. This is located 12 miles from the Whitgift Centre. The train from East Croydon takes 20 minutes and a return ticket costs £8.40

2: Spots and Stripes Waterloo. This is located 9 miles from the Whitgit Centre. The train from East Cryodon takes 20 minutes and a return ticket costs £8.80

Proposal 8:

- Remove Team KO Cups Semi Final Trophies as the Cups are now based on 16 teams.

Proposal 9:

- Change the Summer league to 4 sets of 4 matches, to allow smaller teams to enter and help with teams unable to get enough players due to holidays. Allow players to play more pool during the match.

That first division players should not be able to drop divisions. At the moment they are totally dictating the 2nd and 3rd divisions. In the 2nd division *NAME REDACTED* and *NAME REDACTED* have accounted for 46 of the 101 points their team has attained. *NAME REDACTED* and *NAME REDACTED* account for 42 of the 81 points their team have taken. In the 3rd division *NAME REDACTED* on his own have accounted for 33 of the 87 points his team have attained. With these players none of these teams would be anywhere near promotion places and this has to stop as they are dominating the divisons they are in. Why cant they start a team in the 1st division? If allowed to drop down could they not play 1 game instead of 3 as they have all played almost 30 games for their teams.

Vote 1: Don't allow players from Div1 to play down.
Vote 2: If Vote 1 fails, Don't allow Div1 players to compete for the Divisional Singles Trophy.


Proposal 11:

change wording to allow any "premium" ball type to tbe used.

1)    Pro Cup object playing balls must be used if made available by either the Home Team or Away Team in all divisions and competitions including all Individual KO competitions if made available by either player(s).
1)    Super Aramith Pro Cup or Ultimate Pool Pro 15 Dynaspheres object playing balls must be used if made available by either the Home Team or Away Team in all divisions and competitions including all Individual KO competitions if made available by either player(s).

Proposal 12:

All entrants of the knockout competitions must have played a frame for their team in either the previous season (because singles is first game of new season) or for new players played a frame by the 3rd Round of the Singles/Plate Round 2 week of the league. If they fail to play a team frame by then, the loser of the 2nd Round/1st Plate round proceeds in their place.

Proposal 13: (N.B. An agreement must be reached on this proposal), it cannot be left unwritten.

13)    LEAGUE SIZE CHANGES
a)    If the number of teams in a division needs to REDUCE e.g. from 12 to 10, then the following will apply:
i)    If there is no space the division above (e.g. no teams that would remain in that division from the previous season drop out) then the following will apply. The team 3rd from bottom will be relegated. The team 1st of the Division below will be promoted. The team 4th from bottom will play in a play-off with the team 2nd of the division below for the place in the higher division.
ii)    If there is one space in the division above then the following will apply. The winners of the division below will be promoted automatically and the Team 3rd from bottom will play in a play-off with the team 2nd of the division below for the place in the higher division.
iii)    If two teams drop out from the league above, then teams can be promoted as normal.
