CONSTITUTION
 
1.      THE LEAGUE
 
The League shall be known as the CUE CLUB POOL LEAGUE and the objective of the League is to facilitate the playing of competitive pool in the Albir Alfaz area on a non-profit-making basis for registered teams in divisional and cup formats, and registered players in knockout format.
The league entrance fee is 50 euros per team and 15 euros per player up to 8 players thereafter 20 euros for anymore additional players no maximum.
Any venue may apply to be a venue for team and singles and doubles knockouts at 25 euros per venue
A captain and a vice captain must be named prior to season starting this may be any players from the team.
The league operates a cue club chat on WhatsApp any player registered may be a part of it if wishes to do so.
The purpose of this chat is to keep people informed of events and results NOT for personal slanging matches or complaints against venues or teams these are to be sent in writing to the committee action will be taken if this is not adhered to

2.      THE COMMITTEE

a.      The League will be administered by an elected Committee; a Chairman, Secretary, Treasurer and at least 2 others, currently they are:

b.     During their tenure, all Committee members must be registered players

c.      The Committee will seek applications to replace any Committee person who has resigned, is absent, or has died, and a vote taken at the next meeting to endorse a nominee. Furthermore, the League reserves the right to remove a committee person from their post via an EGM if justifiable. 

d.     Any Committee member missing two consecutive meetings will be removed from the Committee unless there are extenuating circumstances.


3.      MEETINGS

a.      The League will hold meetings when required

b.     Teams should send a representative to each meeting for voting purposes

c.      Meetings will consist of any issues that need dealing with

d.     The AGM will be held during the close season, notification of which will be at least 14 days in advance.

e.      Only teams who have completed the previous season or paid their league fees for the forthcoming season and are present at the meeting will be able to vote. 

f.       Each team will receive one voting card and a show of cards will be the only method of voting. 

g.      Any issues to be raised at the AGM must be put in writing and sent to the Secretary seven days prior to the meeting. The agenda for the AGM will be as follows: Chairman’s report / Secretary’s report / Treasurer’s report / election of Committee members (as required) / any other business.
 
4.      FINANCE

a.      All monies received will be held by the Treasurer or designated deputy at the earliest opportunity and held by the CUE CLUB POOL LEAGUE

b.     Any income and property of the League shall be applied solely towards the promotion of the League’s objective as set forth in this Constitution and no portion shall be paid or transferred directly or indirectly to any member. 

c.      The financial year will run from 1st August to 31st july 

d. The Treasurer shall ensure that all monies received are detailed, accurate accounts are maintained and all monies are logged .A financial report will be published on a quarterly basis.   


e. Registration fees for the League and the various competitions are detailed later in this constitution. 

f. Teams will not be entered into the League or any competition if the registration or entrance fee has not been paid. 

5.     POSTPONED MATCHES

a.     It is the responsibility of the postponing captain to notify opposing captain and a committee member at least 24 hours in advance of the match that needs to be postponed
only in extreme circumstances can you postpone otherwise if not the game shall be awarded 10-0

b.     If the match is to be played during the same week, then notification of the new day is all that is required, and this will not be classed as a postponed match.

c.      Only one match can be postponed during any one season, unless there are extenuating circumstances. Such circumstances are required to be put in writing to the Committee.

d.     All postponed matches must be played within 28 days of the original fixture. Failure to agree dates with the opposing captain should be referred to the commitee

e.      Postponed matches may not be rearranged (other than if being played in the same week) after the designated cut-off dates which will be announced when fixtures are finalised

f. All teams must play the final games of the season on the same day

6.     MATCH NIGHTS

a.      Teams are restricted to Thursday for their home matches.

b.     All matches to start at 8-30 pm prompt. Frame 1 can be claimed at 8.45, frame 2 at 9.00, and the entire match can be claimed at 9-30 However if both teams agree you can start earlier or up to 8-30 pm at the latest

c. If any player is barred from the venue they are playing at we ask the opposition landlord to allow the player to play his games and leave if not a neutral venue may be advised

d.     At least 4 names, must be listed and locked in via the RackEmApp prior to the first frame commencing. if 4 players not available you must fill the place (s)with a registered player (s).The doubles must be listed next then 4 singles all registered before commencement of games
If a player has not arrived on site by the time the second set of singles are logged the player may no longer play in the match.

e.      Once the lineup has been locked in via the RackEmApp, the match is to be played in the order listed. If a player is not present at the time of a particular frame, then that frame is forfeited

f.       If a player must leave early then it is their Captain’s duty to play that particular player in such a position that will allow them to leave on time.

g.      Players are no longer required to sign the match sheet. It is the responsibility of the opposing captain to verify players’ registration via the League’s website and/or RackEmApp.

h.     A ‘Break Dish’ is awarded to a winning player when a Player breaks off and completes a clearance without allowing the opponent to visit the table., irrespective of how many balls remain on the table.

i.        A ‘Reverse Dish’ is awarded to a winning player when a player clears the table on their first visit to the table after their opponent’s break-off shot where an open table was left.

j.        Claimed matches will be awarded 10-0. If this is the case the winning team will select their team line up the losing team will be chosen from top 4 players in averages at the time of fixture for players averages .The result of a fixture that cannot be fulfilled for any other reason will be determined by the Committee. Failure to honour an end of season fixture may result in disciplinary action being taken. 

k.      It is the responsibility of the venue to supply chalk, a spider, a rest, and the financing of frames and supply a set of match balls .It is the home team Captain’s responsibility to ensure that the table and venue are suitable for purpose and players are unimpeded. Food should be supplied for all league and team cup games. 

l.       . It is also the away team Captain’s responsibility to accept that the table is fit for purpose and as such the away team are permitted 15 minutes playing time prior to the match start time of 8:30 pm . Once the first shot is played then any right to dispute results on the grounds of the suitability of the table is lost. 

m.     It is the home teams Captain’s duty to select competent referees for each frame then monitor the frames and if necessary, overturn any decisions. 

n. The captain must ensure that at no time do any of their players approach the Referee or the match table. The Referee’s decision is final and no attempt should be made to dishonour their decision. If for any reason a dispute does occur then it is the duty of the both Captains to resolve the matter. If the dispute cannot be resolved then the Disputes Procedure detailed later in this constitution should be followed. 

o……At no time will the league tolerate any player approaching the referee or the match table. Such action will result in a fine and/or points deduction.

p……Slow play : if the referee thinks a player is taking longer than 60 seconds per shot he is entitled to warn the player first then he may put him on 60 second shot lock which is on the rackemapp

q.     A team will forfeit home advantage if their venue cannot accommodate a player who has advised the league that they are a permanent wheelchair user. The team is free to find a neutral venue if they desire, but they must provide the opposition with 7 days notice of the replacement venue.

r. All matches must be played to blackball rules except the following local league rules.

1.. If a player picks the white ball up without permission from referee or stops it going in pocket ONE warning per match shall be given next time it happens loss of frame.

s. In the doubles matches players may talk up to 60 seconds but once the player has addressed the table no further talking is allowed until the visit is ended any contact between shots is a foul 2 shots.


7.      REPORTING RESULTS

a.      The match result should be completed, submitted and fully approved by both Captains via the RackEmApp on the night of the match before 12 midday on friday

b.     To allow for unexpected issues or RackEmApp unavailability on a match night, a grace period of 24 hours is granted to ensure full submission and approval of the match result within the app.

c.      Failure to adhere to either of these rules will result in penalties being applied in accordance with the penalty structure.

8.      MEMBERSHIP

a.      Should any communcincated deadline in relation to payments, player registration, profiles etc not be met the league reserves right to enforce additional costs at its discretion. This will also apply should the league provide a grace period past the original deadline.

b.     Teams are permitted to sign up to a maximum of 8 players at 15 euros in any one season. Teams who register more than 8 players will be charged a registration fee 20 euros per additional player over the 8 which must be paid in advance of that player playing in any match and must be at least 72 hours before the start off the match i.e. 8-30 pm on monday evening of the same week as played

c.      The designated Captain and Vice Captain of each team must be a registered player for that team. 

d.     Players are only allowed to play for one team within the League in any one season, unless there are extenuating circumstances and at the discretion of the Committee. All players must provide their details in the App. This includes a contact number, email address and a photgraph of themselves for Indentification purposes to opposing teams.   

e.      Transfers are allowed prior to the commencement of any season.

g.      No new players can be signed after the midway point of the league season which is week 13
A date will be set at the start of the season

i.        Only registered players may enter knockout competitions and they must have previously played for their team, i e people cannot sign up to play in knockouts if not deemed to be a regular player in the league season

k.      The committee reserves the right to exclude players from the league and knockout competitions if there are circumstances which warrant said exclusion.

9.      DISPUTES

a.      Unresolved disputes during a match should firstly be directed to the appropriate divisional representative, then Secretary, and finally any other Committee member for guidance.

b.     All disputes should be raised with the League using the appropriate field within the result submission page of the RackEmApp in the first instance, and then by telephone to the Secretary, should further details be required the Secretary will request that this is put in writing to the Committee within seven days of the match in question. The dispute will be itemised for the next meeting.

c.      An approved match result submitted via the RackEmApp constitutes acceptance of the result.

d. an egm can be called at any time with a minimum of 3 teams to support this motion

10. COMPETITIONS & KNOCKOUTS

a.      No credit given. All entry fees must be paid in advance of the first round draw in order to be included in that draw. 

b. The captains day knockout shall only be the captains of each team the vice captain can play if captain can’t no other play can play

c.    The singles competition will be 10 euros entrance fee double elimination to quarter finals then straight knockout all venues shall be posted before draw is made. Doubles may be any players that are signed up in the cue club league and shall be double elimination to semi finals then straight knockout the fee will be 20 euros per team. Mixed doubles same format only one of the players needs to be signed up in league

d. Singles and Doubles matches are to be played by date advised at the venue allotted All venues shall be posted up to the semi finals prior to the draw being made NO EXCEPTIONS. 
e.      Change of Doubles partner is not allowed once a match has been played. 

f.   All results must be sent by the winner on the cue club chat ASAP

g.      Rules for any other knockout competition will be distributed separately if they differ from how league matches are played In cup matches all games will be played at a neutral venue which will be drawn after the main draw if the score is 5-5 a blackball shootout shall decide the winner with the first 4 players in order as on sheet if still level after 4 attempts each go back to player 1 and it will be sudden death

h. Masters tournament shall be top 16 players to qualify need to play 40 % of singles matches i e 26 games 22 games played to qualify

i. In singles and doubles competitions it is NOT mandatory for the venue to pay for games played

j. All finals shall be nominated a neutral referee by the committee all other games to be refereed by yourselves if you feel for some reason you wish to have a referee please contact the competitions committee

11. AWARDS

a.      The League shall award trophies and prizes to league, cup and knockout winners and other participants. 

b.     Team trophies are awarded to a maximum of 8 nominated players. However, if teams require more than 8 trophies then an extra charge will be levied and payment must be made prior to order. 
c. Damage to trophies will incur a charge and loss of a trophy will incur a charge for a suitable replacement.

d. it is up to each team to send a representative to the presentation and collect any money and trophies that have been won. Failure to do so could see a 10% deduction in prize money and we cannot guarantee receipt of the trophies as they are standing around in a room full of people.
12. DISSOLUTION
In the event that the League is dissolved, via an EGM convened for that purpose, the assets of the League shall be sold and all monies remaining after settlement of outstanding accounts shall be donated to local food banks The dissolution of the League shall be administered by the Committee and all communications regarding this matter shall be overseen by the Secretary.
13. OVERRIDING STATEMENT
The spirit of the game must be maintained at all times; before, during and after a match. All teams must ensure that players and supporters are in good nature, failure to do so will result in disciplinary action being taken.
