REGISTRATION OF TEAM/PLAYERS
1) Each team is to consist of at least 5 registered players (over 18) at the start of the season.
2) Captains to also register their players to their team on RackEmApp captains’ app.
3) A player may only sign for one team. Once a player has signed for a team, they are deemed registered to that team.
4) The committee may allow players transfers on request.
SIGNING ON NEW PLAYERS
1) Any additional players who are not playing for another WPA team may be signed up “On the Night” using the Rackemapp up to the last group match of the season.
CODE OF CONDUCT
1) Venues who enter a team in the Wessex Pool Association (WPA) and players who play for those teams agree to abide by the "WPA Rules" and exercise good sportsmanship. Any physical contact or verbal abuse carried out at any WPA organised event involving a team or venue can result in excluding that team, its players and the venue from participating in the WPA.
FORMAT FOR GROUP GAMES
1) The Summer League season will be June to September. Teams are expected to fulfil all their fixtures for the season.
2) There will be strictly no cancellation or re-arranging of matches, unless due to exceptional circumstances and agreed by the Group Rep.
3) The match shall consist of 15 frames, 3 set of 5 singles. Captains to enter all 5 players per set. RackemApp will randomise player order. Captains to toss a coin on the first frame to decide which team breaks first, then it will be alternate breaking.
4) Teams must have a minimum of 3 players to play a match, otherwise they will be classed as "Failing to Turn Up.
5) Matches will start at 8pm prompt. If no players from a team are present by 8.10pm then a frame will be forfeited. At 8.15pm then a second frame will be forfeited. At 8.20pm then a third frame will be forfeited. At 8.30pm the match can be claimed by the "innocent" team.
6) RackEmApp Captains’ App to be used to enter the score by either the Captain or Vice-Captain, during live play.
7) Play must be Continuous. Once a frame has been finished, the balls must be racked up immediately ready for the oncoming player to start the next frame.
8) A player can, if selected, play in 3 games of singles, in each section.
9) Coaching is not allowed. One warning will be given by the referee to the offending player/team. Ball in Hand will then be awarded to the innocent player if the coaching continues.
10) Matches should finish by 11pm, if frames are dragging on and the match does not look like it is going to be finished by 11pm, if the first 8 frames have not been concluded by 9.30pm, then a 45 second shot clock should be implemented. If the match does not get completed because the venue closes, the match will be abandoned and the Group Rep will make a decision on the result of the match. In this situation teams should try to complete an even number of games, to allow the possibility of a draw.
11) The Home team to pay for the games and provide Food, the venue may ask for a contribution towards food via a football card.
12) Refereeing is the responsibility of the home team.
13) INTERNATIONAL 8-BALL RULES will apply.
14) Teams from the same venue will not play each other in the last group match of the season.
RESULT SHEETS
1) Normally the Result Sheet is submitted using the RackEmApp. Only if a paper copy match sheet is used due to issues with RackEmApp, it is the responsibility of the Winning team to send a copy to the Group Rep via WhatsApp. In the event of a draw, the Home team will be responsible for the match sheet. This must be received by the Group Rep by no later than midday, the Friday following the match.
2) If the Result Sheet is submitted late the result will count, however the guilty team will be deducted 1 point.
3) If the Result Sheet is not received then no frames or points will be awarded to either side until the result has been verified. The guilty team will be deducted 1 point.
POINTS AWARDED
1) For Reaching 7 frames 1 point will be awarded, for reaching 8 frames or more, 2 points will be awarded. If both teams are short of players, the frames are reduced accordingly to award the points.
TEAMS FAILING TO TURN UP
1) Teams failing to turn up to their match will receive No points. The innocent team will be awarded a 10-0 frame score win and they will receive 2 points. The Group Rep will then decide whether or not the Guilty team receives a yellow card. This will depend on the reason why they have failed to turn up.
2) Teams receiving 2 yellow cards during the Summer league season can be removed from the league by the Group Rep.
3) In the event of a team dropping out or a team being removed from the Summer League, this fixture becomes a bye and all points & frames remain if all first half fixtures have been completed, if they have not, all points are reversed as if the team did not exist.
4) If a team drops out during the last 3 matches of the season then the Coimmittee will decide on whether rule 3 above applies or an average win is awarded to the remaining teams.
QUALIFYING FOR THE FINALS
1) The Top 2 teams in each of the 3 Group will go forward to the final stages, along with the 2 highest ranked 3rd placed teams, to make up the Last 8. In the event of a tie on points, the Winner will be determined by (1) Number of Frames For (2) Frame difference (3) Result between the Teams.
2) Once the competition reaches the last 8 stage players must have played in a minimum of 50% of their teams fixtures to qualify to play in the final stages. It is the Captains Responsibility to ensure the players in their team are eligible. Dispensation may be given by the Group Rep or Knock-Out Stage Rep on request. Each case will be dealt with on its merits. Any team found playing an illegal player will be disqualified from the competition.
3) There will be neutral venues for the final stages.
4) Trophies will be awarded for the Winners and Runners Up only.
FORMAT FOR FINAL STAGES
1) Group Winners will be seeded into the draw in positions 1, 4, 5 & 8, with the Group Runners Up being drawn “Out of the Hat”.
2) The format will be Best of 15 Frames – First team to Reach 8 frames is the winner.
3) There will be three sets of 5 singles frames. Captains to enter all 5 players per set. Rackemapp will randomise player order. Captains to toss a coin on the first frame to decide which team breaks first, then it will be alternate breaking.
4) A player can, if selected, play three times in the singles, once in each set.
5) Refereeing is alternate between the two teams. There will be NO FOOD provided.
6) Normally the Result Sheet is submitted using the RackEmApp. However, if a paper copy results sheet is used, is the responsibility of the Winning team. This must be received by the Knock-Out Stages Rep, as detailed on results sheet, by no later than midday, the Friday following the match.
TROPHIES
1) All perpetual trophies won must be exhibited on the premises for which the team winning the trophy played for. Winners of said trophies are responsible for their loss or damage.
DISPUTES/COMPLAINTS PROCEDURE
1) The two Captains must try and settle any dispute/complaint/refereeing decision “On the Night”. If captains are having difficulties in resolving the dispute/complaint/refereeing decision they can try and contact their Group. If the Group Rep cannot be contacted and a captain wishes to take the matter further then the Group Rep must be notified of the dispute/complaint by 12 noon the Friday following the match.
2) The Group Rep will try and resolve the Dispute/Complaint and make a decision regarding the Dispute/Complaint.
3) For the final stages (Last 8), the Knock-Out Stages Rep must be contacted.
APPEALS PROCEDURE
1) If the Captain/Player(s) are not happy with the decision made they may appeal against the decision. Only 1 appeal per Dispute/Complaint is allowed.
GROUP REPS
1) Results and tables are updated as quickly as possible using the RackemApp. Captains will be notified as soon as possible if they have reached the final stages. Information will also be posted on the Wessex Facebook Page.
2) Group Reps are: Group A Sue Fletcher, Group B Nicky Binden, Group C Bob Bain - Communication will be made through Whatsapp Groups.
POOL TABLE STANDARD
1) The Pool Table MUST be 7 X 4 in size, with blue or green cloth, unless otherwise agreed with the WPA committee beforehand.
2) Pool Tables are expected to be level and of a reasonable standard to play the match.
3) Adequate lighting is expected above the Pool Table, preferably a Pool Table Shade.
4) There should be adequate space to cue and move around the table. No walls or posts should obstruct the table.
5) Teams are expected to ask their venues to keep the pool table to a reasonable standard for pool matches, which includes making sure the table is level.
