RULES BINDING ON ALL MEMBERS TO THE BURNHAM & HIGHBRIDGE POOL LEAGUE

Each member shall be deemed to have read and given their consent to the Burnham & Highbridge Pool League rules and site terms. You also agree to abide by the decision(s) of the committee.

 

League Rules

 

Rule 1 (Playing format)
    • Playing rules are international rules, these will be in the handbooks given to each team before the season starts.
    • Match formats (Winter League) Match format of 6 singles, 3 Scotch Doubles followed by 6 more singles, All 15 frames must be played and the result will determine the number of points awarded.
    • Match formats (Summer League) Match format of 3 sets of 4 singles, 2 Scotch Doubles. All 14 frames must be playedand the result will determine the number of points awarded. 3 points will be awarded for the win and 1 point for a draw (Summer League only)
    • A player may only play one frame per set and must not play against the same opponent, In the event a team does not have sufficient players to complete the match a sargent major can be used. One in each set and one in the doubles, this cannot be the same player (see rule 2 Sargent major)
    • Scotch Doubles- Partners are allowed to talk throughout their visit to the table.
    • The league will only accept the use of coloured red/yellow balls no spots or stripes.
    • A rest and a spider must be made available at the venue.
    • No player is permitted to play the same player twice in a match, the only exceptions to this are the doubles and sargent major if used.
    • Golden Breaks & Golden Ducks will be permitted.   
Rule 2 (Sargent Majors)

 

    • The use of a sargent major is limited to up to one in each match, consisting of one in each set and one in the doubles. A sargent major is selected by the use of the rackemapp by choosing joker, or selected by means necessary dependant on method of recording scores on the night, that player is then illegible to be drawn again as a player cannot be used more than once as a sargent major during a match.
    • The use of a sargent major is limited to 5 times during a season, a use consists of up to one per match e.g., a team of 4 players plus a sargent major is 5 players, this would mean a concession of 3 frames, a team of 3 players plus a sargent major equalling 4 players so 4 frames a nd 2 doubles would be conceeded.
    • Summer league only the use of sargent majors will not be permitted.
Rule 3 (Cups & Competitions)

 

    • Singles format up to and not including the quarter finals will be best of 5 frames, Quarter finals best of 7 frames, Semi finals best of 11 frames and the final to be the best of 15 frames.
    • Doubles format up to and not including the quarter finals will be best of 5 frames, Quarter finals best of 7 frames, Semi finlas best of 11 frames and the final to be best of 15 frames.
    • Super 3's is to be played to best of 9 frames
    • Non attendance must be confirmed before 4pm on the day of the match or 2 points will be deducted fromthat players team within the league format.
    • With notice matches can be played up to and  including the specified dates, fixtures will be published to allow for these potential changes to be arranged, this will also help a player decide whether to enter a competition or not.
    • Every attempt must be made to play all matches.
Rule 4 (Arrangments for & Commencement of matches)

 

    • All matches are to commence by 7pm on Sundays unless otherwise instructed or previously agreed.
    • Frames can be claimed at 10 minute intervals if the away team is late arriving unless the home team captain has been informed.
    • The rearranging of league matches is not allowed. (Except for extenuating circumstances, approved by the committee.
    • All matches to be valid must be completed, In the event of a team not turning up the result will be recorded as and 8-0 win
    • UNDER NO CIRCUMSTANCES WILL ANY POINTS BE GIVEN TO A TEAM UNABLE TO PLAY ANY MATCHES !
    • Teams must have a player present and ready to commence the match within 10 minutes of the start time otherwise the team at fault will forfeit the first frame. (Applies to bot HOME & AWAY teams).
    • The first frame having been defaulted, the second frame will be forfeit if the match has not been started 20 minutes after the start time. (Please note this does not allow a captain to wait 5 minutes in between frames, A captain must have his/her next player ready following the conclusion of the frame being played. 5 & 10 minutes only apply to the start of the match)
    • In the event that aplayer arrives after 20.00 that player is not legible to play in the match. If no team members have arrived 30 minutes after the start time they will forfeit the match. See rule 4 for outcome.
    • It is up to the Landlord/ladies discression whether person that are barred from their premises are allowed to play in a match or not, the committe under no circumstances will not attemot to alter this decision.
Rule 5 (Team registration & Qualification of players)

 

    • Teams must consist of a minimum of 6 players (Winter league) and 4 players (Summer league) to be eligible to register.
    • Registration of new players will be allowed at any time during the first half of the season i.e. before the mid season turnaround.
    • All signings must be completed at least 24 hours prior to the match by addingto the players list, no playeres to be registeredon the evening of a match.
    • Penalty for playing an unregistered player - If the player has won frames these will be reveresed.
    • Players must be over the age of 14 years to play in the league, but teams with players under the age of 18 must check with Landlord/ladies prior to travelling to a venue as some landlord/ladies or venues may adopt differnet standards for their own reasons or licensing limitations.
    • If a Landlord/lady refuses entry to a player under 18 the league cannot overrule the decision.
    • Once a team captain has entered name/names into the singles/doubles/super 3's competitions, alteration/amendments can only be made prior to the commencement of the competition, once a single frame has been played the teams must remain the same or forfeit the match.
Rule 6 (Referees & Disputes)

 

    • In the event of a dispute, the referee shall consult the playing rules available in the team handbook before making a final decision, If an agreement cannot be reached, the referee's original decision shall stand and the frame will continue. The two team captainsshall make a report in writing to the complaints officer. On receipt of such a report, the league committee shall rule on the correct course of action.
    • Any disputes about individual frames are not in themselves reason enough for a match to be abandoned.
    • Any team refusing to complete a match because of such dispute will forfeit any outstanding frames.
    • The committee will consider any report of players or teams bringing the league into disrepute and any action as deemed necessary and appropriate will be taken. This may include banning players or teams from the league (note if teams are banned or drop out of the league no monies will be refunded). Non guilty players will not be able to play for any other team that season.
    • In such cases the committee's decision will be final, no appeal can be made under any circumstances.
Rule 7 (Reporting of Results)

 

    • Home captains or vice captains are to input live scores as frames are completed on the night using the rackemapp. When the match is finished and scores are agreed the final submissionis to be confirmed to complete the result. (note, the use of team handbooks for scoring are to be used only as a last resort)
    • N.B The league pays for the use of the rackemapp which we have now been using for a few seasons so everybody should be using it. Failure to use the rackemapp on the night will result in a 1 point deduction for the team (obviously this depends on the circumstances of the app working on the night of the match)
    • When entering results adding the stats for games will be mandatory.
    • Individual/Doubles & Super 3's K.O competitons, it is the responsibility of the winners in each match to ensure the result is received by mid-day on the Thursday following the match or scheduled match date.
    • Failure to send results in the alloted time will result in disqualification
    • Cup/Shield matches:- It is the responsibility of the winning team to ensure the result is received by mid-day on the thursday following the match or scheduled match date. Failure to send result in the allotted time will result in disqualification.
Rule 8 (Venues& Changes of venues)

 

    • All teams must register their home venue with the league
    • If a team changes venues during a season, a minimum of 7 days notice is required
Rule 9 (Availability of league rules and rule amendments)

 

    • A copy of these league rules and current official playing rules (International rules) will be printed in the handbook received by each team captain to be hand delivered by the fixtures secretary.
    • The committee can make amendments to these rules to clear any ambiguities. (Only wording would be amended not actual rules, as this would be applied at an AGM.
    • The break:- Players will lag for the first break followed by alternate breaks
    • Time allowed, no shot clock at present
Rule 10 (Trophies to be awarded)

 

    • 8 player awards will be awarded to players of the winning team. These may be kept.
    • The league will award team trophies to the winning team, to be kept for one year only. These trophies will always remain the property of the Burnham & Highbridge Pool League and must be surrendered upon the request of the league. All perpetual trophies are to be kept at the venue where the team played
    • Any team in possession of a league trophy will take proper care of it and will bear cost of replacing or repairing it should it become lost or damaged
    • The committee will keep an accurate list of which venues hold the perpetual team trophies.
    • Winners and runner ups of all other competitons ran by the Burham & Highbridge Poll league will also be given a trophy as the committee see fit, and will be dependant on finances available.
    • Top of the averages for the seasn will be awarded to any player who as fulfilled 75% of games played.
    • Golden Breaks and 8 ball clearances will also be awarded.
Rule 11 (Clubs withdrawing or failing to fulfil fixtures)

 

    • Any team failing to fulfil more than 2 fixtures, shall be expelled for the remainder of that season and any fees made payable to the league will not be returned, Players from any team falling into this category will be illegible to play for any other team in that season.
    • All players of any team dropping out of the league without completing the season or a team that has been removed from the league for non attendance will be banned for one season. (Extenuating circumstances may apply subject to committee discression)
Rule 12 (Coaching)

 

    • Coaching is deemed to be unsportsmanlike behaviour and will result in a warning, Further breach will result in the frame being awarded to the opposing team.
Rule 13 (Meetings)

 

    • Captain's Meetings:- Only to be called when deemed necessary by the committee
    • For players to call an EGM, they must of obtained at least 30 signatures of league members. These should be gained on sheets of paper outlining the full reason/reasons for the EGM being called. The notice must be put in writing to the secretary within 7 days.
